Unlike static datasets, these environments let agents interact with tools and software, receive rewards for success, and learn from mistakes, though they are far more complex and resource-intensive to build. Major AI labs like OpenAI, Anthropic, and Google are investing heavily, with Anthropic reportedly considering spending over $1 billion, while startups such as Mechanize Work and Prime Intellect, alongside established players like Scale AI, Surge, and Mercor, are racing to supply these environments.

The hope is that RL environments will become as foundational as labeled datasets were in the chatbot era, potentially minting the next “Scale AI for environments”. Yet, challenges remain: reward hacking, computational costs, and skepticism from experts who doubt RL will scale effectively.
